É consenso que, ao se constituir um direito básico, o pedido não precisa ser justificado: aquela informação solicitada já pertence ao requerente. A Câmara apenas presta um serviço ao atender à demanda. De posse da informação (que afinal, é pública), cabe ao indivíduo escolher o que fará dela. Aquele que obtiver acesso às informações e a modificar, alterar ou fizer mau uso, poderá ser responsabilizado judicialmente.
